The Cambridge Housing Authority and Compass Working Capital collaborated to test the effects of automatically enrolling families in an asset-building program within two public housing developments. Abt documented lessons learned through the Rent-to-Save pilot based on participant and staff interviews and an analysis of administrative and survey data.
In a program evaluation based on an analysis of HUD administrative and Medicare claims data, interviews with program administrators and partners, and a survey of residents, Abt found that residents of Section 811 Project Rental Assistance residents had lower rates of long-term inpatient care than the comparison group of individuals not assisted by HUD – but had higher usage of in-home case management services. These findings suggest lower overall healthcare costs if these trends continue.

Abt designed HUD’s Community Resilience Toolkit to help communities identify their potential vulnerabilities to natural hazards and the actions they can take to reduce those vulnerabilities. The toolkit serves as a guide to help communities decide where and how to invest their HUD funding.

Rapid re-housing (RRH) programs provide temporary assistance to individuals and families who experience homelessness with the goal of enabling them to move quickly into permanent housing. Abt’s Understanding Rapid Re-Housing Study has combined new data with existing administrative data on RRH programs to describe key features of programs nationwide. The study also summarized findings from interviews with people who participated in RRH programs, and created a repository for users to search by state or local Continuum of Care organizations for detailed information on programs.
