This report documents the impacts of the Patient Care Pathway Program (PCPP) on its low-skilled adult participants three years after they accessed and completed the program’s occupational training in healthcare. The evaluation found that PCPP increased enrollment in college occupational training, made small impacts on admission to two-year healthcare degree programs, and more.
The Trade Adjustment Assistance Community College and Career Training grant program made $1.9 billion in grants to enhance college career training. Though originally envisioned as a collection of evaluations of grant-funded training programs, the lack of clear entry points made randomization infeasible. Abt converted the design to an outcome study with innovative research twists, using quasi-experimental methods to evaluate discrete services and bundles of services that participants received and Bayesian methods to estimate participant outcomes by training program.
